HCEA COMMITTEES
The Budget Committee
The Budget Committee prepares the annual HCEA budget for approval by the Rep Council.. The Bylaws require a Budget Committee and specify that the Treasurer serve as the Chair of the Budget Committee.
Constitution, Bylaws, and Policy Committee
The Constitution, Bylaws, and Policy Committee shall
- study all proposed amendments and make recommendations to the Board of Directors and to the Representative Council;
- organize and maintain the list of policies adopted by the Representative Council; and
- have the right to initiate changes in the Bylaws, Resolutions, and Rules of HCEA.
Contract Committee
The Contract Committee shall review members’ recommendations or make its own recommendations for changes in the Master Agreement to the Board of Directors.
Elections Committee
The Elections Committee shall meet at least twice a year to set the calendar, plan and verify the elections of HCEA.
Government Relations Committee
Government Relations Committee shall meet as needed to interview candidates, make recommendations of candidates, attend political receptions and coordinate activities with the PAC and Legislative Committees.
Instructional Professional Development Committee
Instructional Professional Development Committee shall recommend educational programs that relate to HCEA goals and plan and implement workshops.
Legislative Committee
The Legislative Committee shall
- study pending legislation relevant to education and/or our members;
- make recommendations to the Board of Education and the Representative Council; and
- keep members informed of key legislative issues.
Membership Committee
Membership Committee shall work with MSTA and NEA to plan and review membership drives.
ESP Sick Leave Bank Committee
ESP Sick Leave Bank Committee shall review and recommend approval or denial of sick bank requests for HCEA ESP members.
Teachers’ Sick Leave Bank Committee
Teachers’ Sick Leave Bank Committee shall be composed of three members who will review and recommend approval or denial of sick bank requests for HCEA teacher members.
ESP Organizing Committee
ESP Organizing Committee plans and implements activities that build an awareness and understanding of the role of support personnel in the Howard County Public School System and supports the efforts of the Membership Committee in recruiting new ESP members.
PAC/Fund For Children and Public Education Committee
PAC/Fund For Children and Public Education Committee plans and implements activities to raise money for the HCEA/MSTA/NEA political action program.
